American Farmers Claim Trump's $12 Billion Assistance Program Is Insufficient to Undo Trade War Losses

Notwithstanding a pledged $12bn assistance program, many US farmers state the financial help falls short to avert a tide of expected agricultural failures this calendar year.

Increasing Fiscal Strain for Row-Crop Producers

Row-crop producers, especially soya bean growers, have been disproportionately impacted by trade disruptions originating from the Trump administration's trade agenda. The Chinese market, which purchased more than 50% of US soya bean shipments last year, cut back buying amid the conflict.

However, agricultural economists point out that the single assistance do little to alleviate underlying economic challenges. Elevated costs for seed and fertilizer and weak commodity values have afflicted farmers for several years. Figures by industry analysts, US crop farmers have incurred billions in losses before government support is factored in.

"This assistance that offers about fifty dollars an acre is insufficient to prevent the many thousands of independent farms that will go bankrupt before the end of the calendar year," remarked one state farm bureau official.

Wider Financial Fallout

The economic pressure goes past the farm gate. Leading agricultural equipment companies have also forecast substantial losses due to the trade environment. This represents the latest instance in the past several years that large-scale federal aid has been directed to the agricultural sector during trade-related challenges.

Meanwhile, agricultural credit availability have weakened, as reported by Federal Reserve analysis. Weaker farm income has diminished liquidity and raised the need for credit as producers plan the next growing season.

Tough Decisions for the Spring Season

Facing difficult market forecasts, many farmers are facing seasonal plans based on reducing red ink rather than achieving profitability. For some, this means planting crops like soybeans, which are lower-cost to plant and require less inputs, even if international markets remains subdued.

"It is nearly a repeat of the previous season, only with more difficult conditions," noted one veteran farmer from a major agricultural state, whose business has not been profitable for several harvests.

Possible Avenues for Improvement

Going forward, experts suggest that the producer outlook might stabilize under a couple of major scenarios:

  • Increased Chinese Purchases: A major return of farm product purchases by key trading partners.
  • Increased US Biofuel Production: Proposed policy shifts that would boost consumption for biofuel ingredients domestically.

Included in the administration's discussed new farm policy may involve an increase in renewable fuels under existing standards. Such a move would create a larger home market for crops.

"Should those two events occur, then I think that we could start healing the farm economy and move in a positive direction," said one lead agricultural expert.
